innovative systems, products and solutions in unmanned systems, cyber security,
C4IRS, and logistics. There are four different business sectors.

Before going into sector introduction, Northrop Grumman has a long
history with unmanned system that started in 1930s. Right now it is the leading
company that builds unique and completely autonomous unmanned systems such as
the Global Hawk.

2. Should Korea procure the Global Hawk, which block will it
be?
한국이 글로벌호크를 도입하게 된다면 운용하게 될 블록은 무엇인가?
It will be a Block 30 Aircraft. But each block represents a
different sensor and mission and does not indicate upgrade in the capabilities.
For example, Blk 40 only offers a radar sensor while the Blk 30 carries radar,
electro-optical, infra-red and SIGINT on a single platform. Also, Blk30 is only
offered via FMS due to US Government policy
대한민국이 글로벌호크를 도입하게 된다면 Block 30이

Before going into sector introduction, Northrop Grumman has a long history with unmanned system that started in 1930s. Right now it is the leading company that builds unique and completely autonomous unmanned systems such as the Global Hawk.

It will be a Block 30 Aircraft. But each block represents a different sensor and mission and does not indicate upgrade in the capabilities. More importantly, Northrop Grumman will transfer technology to support the medium-altitude UAVs. We are providing the partner companies the technologies that allow them to be in a head of the game in the MUAV projects.
Also, we are providing a flight simulator and training on modeling and simulation.
보다 괄목할 만한 제안 내용으로 대한민국의 중고도 무인기 개발 프로그램에 직접적인 기술이전을 할 것을 제안한 것이다. 이를 통해 한국 파트너 업체들이 관련 산업에서 우위를 점할 수 있게 도움을 줄 것이다.
또한 노드롭 그루먼 사는 훈련 및 모델링 시뮬레이션을위한 비행 시뮬레이터를 제안에 포함했다.
Furthermore, we will provide Korea airworthiness training so that Korea can certify their own aircrafts for export while building its credibility and competence. For instance, let us take T-50. We will be supporting Korea’s capacity to certify it for export, so that the other countries will accept it as air worthy.
한국이 자체적으로 감항인증을 할 수 있는 기술적 지원 및 트레이닝 제공 또한 중요한 제안사항이다. 특히 한국이 T-50등 자국의 항공기를 국제 시장에 판매 하기 위해 자체적인 감항인증을 할 수 있도록 국제표준을 갖춘 감항 인증 절차 체계를 제공할 계획이다.
4. How about logistic and sustainment support?
후속 군수지원은 어떻게 되는지?
Northrop Grumman will train and support operations of two global hawk sites. We will transition main task to ROKAF officials to maintain their own system. It will be a quick and smooth process. We will provide all the training here in Korea for maintainers, pilots, and sensor operators.
노드롭 그루먼 사 지상 통제소 2곳의 운용을 위한 훈련 및 지원을 제공할 것이다. 당사는 대한민국 공군이 글로벌호크를 독자적으로 운용 할 수 있도록 조종사, 정비사, 그리고 센서 분석가들에게 필수 역량을 제공할 것이다.
Korea has world class, very skilled maintainers and it is not too difficult to maintain a Global Hawk. We believe the transition would be very smooth and fast. The aircraft is similar to a business jet, so the aircraft itself is very similar with the aircraft that Korea is operating right now. What is different is that it relies on communications and requires specialty in communications and satellites communications.
한국 공군 정비관들은 그 동안 매우 뛰어난 역량을 갖춰왔으며, 여기에 글로벌호크 운용의 용의성은 한국에 큰 이점으로 작용할 것이다. 글로벌호크의 군수지원은 한국 공군이 보유하고 있는 유인기 지원절차와 유사하며 부품지원과 정비유지는 유인기와 동일한 절차와 관리체계를 사용한다. 따라서 유지 및 군수지원에 대한 트레이닝 절차는 매우 신속하게 이루어질 것으로 예상된다. 차이점이라면 글로벌호크가 원격으로 조종하는 개념이기 때문에 통신장비 및 위성통신장비 운용에 있어서 기술 지원이 필요하다.
The other advantage that the ROKAF has is that they are very skilled in imagery exploitation. Since we work side-by-side in the coalition environment right now, global hawk imagery would be familiar to the Korean analysts. So, processing and turning Global Hawk imagery into intelligence will be fairly simple.
또한 센서를 통해 전달된 정보를 분석하는 한국의 정보분석관들은 한미 동맹 체제 내에서 미군과 오랜 기간 함께 작전을 수행해 왔으며 글로벌호크가 전달하는 정보에 대한 분석훈련 또한 보다 효과적이고 신속히 이루어질 것이다.
Q5: What part of our military service will actually benefit from it?
대한민국이 글로벌호크를 도입하면 3 군 중 누가 가장 혜택을 받는가?
A5: It will be an ROK Air Force Asset, but the product of those imagery will also benefit all services. Especially the Korean Army, National intelligence, DIA, and other entities that are participating in ISR to support the Kill Chain will be able to benefit from the Global Hawk.
대한민국이 글로벌호크를 도입한다면 한국 공군의 자산으로 운용 되지만 이를 통해 수집된 정보는 육,해,공 전군이 활용 할 수 있으며, 다양한 작전에서 승리할 수 있는 능력을 크게 향상시켜 줄 것이다. 특히감시 및 정찰(ISR) 작전이 중요한 역할을 할 킬-체인에 참여하는 대한민국 육군, 국가정보원, 국방정보국 등에 도움을 줄 것이다.
Should Korea procure the Global Hawk, Korea will have fully autonomous ISR asset that enables Korea to plan and execute its own missions. As unblinking eyes for the Kill-chain, the Global Hawk will be providing 24-7 coverage beyond the DMZ.
글로벌호크 도입과 함께 대한민국은 온전히 자체 운용 할 수 있는 감시 및 정찰 자산을 확보하게 된다. 대한민국은 감시 및 정찰 임무계획을 자체적으로 수립 함으로서 원하는 시간에 원하는 지점에 대한 정보를 수집하게 되며 글로벌호크는 대한민국이 표방하는 킬-체인의 ‘잠들 지 않는 눈’의 역할을 수행하며 24시간 연속으로 북한에 대한 정보를 전달해 줄 것이다.
Q6: What is the likelihood of being intercepted by anti-air assets in hostile situation?
위협 환경에서 격추될 가능성은?
A6: The Global Hawk flies at 60,000 feet and flies at very high air speed of 310 knots.
글로벌호크는 60,000피트 고고도에서 310 노트의 빠른 속도로 비행한다.
USAF has employed the Global Hawk in a variety of dangerous missions. Celebrated 100,000 hours in September and 70% were in combat situation and we have not lost any of it through shoot down in 70,000 hours of operation. This is a very impressive record. That is because of the high altitude and speed. But more importantly, it is because the range of the sensor can see so far that can stand back from danger.
Because of Global Hawk’s standoff capabilities, because the ranger of sensors is so great, you can operate outside of the range of the dangerous area.
미 공군은 글로벌호크를 다양한 위험한 임무에 투입되었으며 지난 달 100,000 비행시간을 달성한 바 있다. 위 비행시간 중 70%가 리비아, 아프가니스탄, 이라크 등 실제 전투 및 지원 작전을 수행하는데 운용된 것을 의미한다. 또한 전장 운용에 소요된 70,000 비행시간 중 단 한번도 격추되지 않았다. 이 같은 괄목할 만한 성과는 고고도 비행 및 빠른 항속을 통해 달성된 결과이다. 여기서 더욱 중요한 점은 글로벌호크의 향상된 센서를 통해 실시된 원거리 정찰 작전이다. 글로벌호크는 광대한 센서 레인지를 이용, 적지와 멀리 이격된 곳에서도 상당히 높은 정밀도로 정찰활동을 펼칠 수 있다.
For instance, you are operating a medium unmanned system, the maximum altitude may be at 45,000 feet. The important part is the payload capacity may not be such that you can carry strong sensors. The engine will not have capacity to generate power for long range, high resolution sensors.
예컨대, 최고 비행고도가 약 45,000 피트인 중고도 UAV는 센서 탑재량이 적어 원거리 관찰이 어렵다. 또한 엔진의 제한으로 인해 고해상도 센서 운용에 필요한 전력발전에도 한계가 있을 것이다.
But if you put it on high-altitude unmanned vehicle with 3,000 lb payload 25 KVA generator, the radar can look over 200 kilometers in to the country day or night in all weather conditions.
그러나 고고도 무인정찰기 글로벌호크는 3,000 파운드에 육박하는 탑재량과 25KVA 발전기를 사용하며 200km거리의 주/야 전천후 관측이 가능하다.
Looking at how it is operated now and where the USAF flies it in the dangerous areas, there have not been such incidents. The question is the employment of Global Hawk and tactics used. When USAF developed the ROC for the Global Hawk, the ability to protect oneself from tactics and procedures was the decision that they made based on where they knew they would fly it including the Korean peninsula. The Air Force determined long ago that the current configuration is safe.
미 공군의 성공적 운용 사례를 비추어 보면 전략적 운용을 통해 안전성을 확보하는 것은 매우 중요하다고 본다. 글로벌호크의 작전요구 성능 수립 당시 미 공군은 한반도를 포함한 다양한 작전상황에서 기체를 보호할 수 있는 포괄적인 전술 및 절차적인 요구조건을 고려하였다. 이러한 고려사항을 토대로 미 공군은 글로벌호크의 성능과 구성요소는 안전하다고 오래 전 이미 판단하였다.
7. How much does it cost to operate and sustain the Global Hawk system?
운용유지 비용은 어느 정도인가?
The USAF Block 30 reached its Initial Operational Capability (IOC) milestone in August 2011. It has been over2 years operating the aircraft since IOC. If you were to combine all the years of flying the Global Hawk and include the more expensive years of test and evaluation you get a number that’s much different than the actual operation years since it has been certified completely. Now that the Block 30 has matured beyond the test phase, Cost of operating the Global Hawk has been coming down almost in a predictable manner so from its initial operation.
글로벌호크 Block30의 최초작전가능시기(IOC)는 2011년 8월에 선언되었으며, 이후 2년간 운용되어왔다. 이전 공군의 운용 시험 및 평가 단계, 그리고 운용 초기단계의 유지 비용을 포함 한다면 IOC 선언 이후 실제 운용유지 비용보다 현저히 다른 수치가 나오게 된다. 글로벌호크 Block30의 운용시간이 축적되면서 실제 운용 비용은 예측 가능한 절감율와 일치하며 지속 하락하고 있다.
8. How long would it take to build Korea’s Global Hawk after we make the decision?
한국이 글로벌호크 도입을 결정한다면 인도까지 소요기간은?
We can use the US as an example. We just started advanced procurement of the USG Lot 11 in September 2013, which is 3 block 30s, the same that is offered to the ROK. Those aircraft will be delivered in 2017. It also shows that the US is committed to Block 30, which is the same block as the one for Korea.
미국을 예로, 미 정부는 지난 9월11일, 11차 생산분 (Lot11)에 대한 투자를 승인하였다. 이는 대한민국이 도입을 고려하고 있는 Block 30과 동일한 기체3기에 해당하며 2017년 인도 될 예정이다.
